Ethnic Germans are considered to have a migrant background if at least one grandparent fled/re-migrated/was expelled from the eastern territories or Eastern Europe in general (originally ~15 million ethnic Germans) according to the German census.

A declining birthrate is not an issue if productivity increases faster than the decline. The boomers will die off and the population will become stable. Also most of Germany's immigrants come from other EU countries that will be completely assimilated within 2 generations or less.
