3. Germany gets 1bill. Ukraine still has to pay Germany another 1bill to pay back the loan.

But it gets much worse. Because instead of money Ukraine may pay back by handing over banking/agricultural/industrial, etc companies. Not only do they lose those companies, but also all future profits.
Europe/America has been doing this type of theft in Africa forever. Eastern and southern europe is no different.
