Mutts generally are more racist with dark people than whites because mutts want to show that they aren´t like the blacks.
Probably people with dark eyes in USA are more racist than people with light eyes and hair because they are insecure about their "purity". As the vast majority of americans under 30 have dark eyes and don´t have natural blonde hair, i think that the country will become more and not less racist.

Hair and eye color doesn't have much effect on how racist people are. Southern Euros were integrated as white a long time ago, but people unsure of their status as white tend to be more racist. Irish at one point weren't considered white, and would riot to and destroy black neighborhoods as a way of "proving" their whiteness.
