Puerto Rico is the only US territory with a population large enough to realistically consider making a state with 3 million people, but they choose to remain a territory of their own volition. The US has never rejected them the option of joining as a full state or relinquishing their association with the US as a territory. They have voted on the issue numerous times, and always choose to maintain the current arrangement.
