I'm not sure what you mean by that because Quebec had 11% of the country's federal employees last year and I doubt they had several hundred thousands unaccounted bureaucrats sitting on their hands in the capital.

It receives 24 billion dollars in federal transfers but this is paid for by provinces of which Quebec isn't an exception. You have to keep in mind it would no longer need to chip in for the ROC either and the actual costs of leaving would be greatly mitigated. The province has been generating billion-dollar surpluses these past few years and would've theoretically been able to balance the books. The reason it would collapse is because it has the population of New York City spread in an area whose size would rank 19th in the world. Quebec hasn't left us because it recognizes this fact. Meanwhile Canada would have to deal with being split in two and having lost a quarter of its population and over a fifth of its GDP (accounting for Quebec-ROC economic complementarity). Canada hasn't expelled Quebec because it recognizes this fact.
