No. Samis and Finns arrived in modern-day Finland in separate waves, and they probably mixed with different populations around the Baltic Sea. Finns used to inhabit the coastline and Samis the inland, and at some point Finns started pushing inland and adopted agriculture. So they were from the beginning two different populations with different ways of living, though their languages shared a common ancestry.

Samis are not a wholesome group originally. They have roots in the Comb Ceramic Culture like Finns and Baltics and Belarussians partly too. Samis on the other hand have a lot of Iberian genes, interestingly. And they have ancient Iberian admixture more than they have Siberian ancestry. It also appears that Samis got their Siberian influence later and separately.

There probably was also some paleoeuropean population in Finland predating the arrival of Finns and Sami, and whose language is now lost to history
