But more realistically, regional and hegemonic powers always need proxy wars and small scale conflicts to keep their military/navy trained, and to test weapons on live targets. The British did this, the French did this, the USSR/Russia did this, we did and do this. This is also why jets waste fuel prodding hostile airspace, like NATO sorties near Russia and Russian sorties near Finland. It's a gigantic waste of material and human life, but it's better than being caught with your pants down.
