I think it's legal to fuck first degree family members if both parties are over 18 and use protection. The normal age of consent is 15 but it's 18 for family so that take for example a parent can't use their power over their children to make them do things. As far as I know nothing like this ever happens except for maybe in some sami tribes in the arctic. Cousins etc. aren't treated like family members by the law.
We barely have any moral laws. The state doesn't regulate things like that. Having sex with animals as long as you don't hurt them was okay until just a few years ago. Child porn was also legal until 2013 and it's still legal if you're in a relationship with the person and they're over the age of consent.

shooting up schools is not illegal. Killing people is ilegal, firing a gun may or may not be ilegal. Since guns seem to be a popular tool for killing, it makes sense to limit their use, from a government prespective. If it were not a popular medium to kill, no one would associate gun with murder, and thus not illegal
During my uni days, I had a presentation on gun residue analysis, featuring a real gun. We passed it around and no one seemed particularely concerned.
