I agree, not because of absolutist free marketeer opinions, but because the main problem with the so-called "shortage" is not such cases nor small-time landlords, but with the absolute top of the socio-economic ladder.
The banks and the big building firms, not to mention the planning permissions, are oligarchic conspiracies who quite demonstrably crashed the economy and degraded the country to make fortunes from an EXCESS of house building for speculation purposes.
