Yeah, but what I don't get why conscription in some countries is prison tier while in Finland it's summer camp tier. What is the underlying reason for this? I also wonder how this all relates to combat effectiveness. Russian troops did pretty horribly in the 90s but then they implemented some professional forces and seem to have improved in quality somewhat.

Probably because if it wasn't "summer camp tier", it wouldn't last very long in a supposedly first world nordic country. There is always political pressure to have it removed.

I suppose that's mostly up to the quality of the training. Of course if the discipline is too weak, training suffers as well. When the conscripts are treated respectfully but firmly, it's probably much better for morale than pointless punishments, beatings and such. A good soldier doesn't want to shoot his superiors at the first opportunity.

II/07 boomer here. It was a thing in mine as well, but really mild and mostly just group punisments like repeated formations etc. Individual "hazing" was just stuff like blowing up poorly made bunks. Wouldn't really even call stuff like that "hazing", even though all of that is forbidden now too.
