I was in the Dominican once, the locals were much darker but I rarely left the resort. Maybe resorts only hire black staff?

Yes, all the tourist areas a filled with Haitian employee because they work like slaves and barely get paid.

With the resorts, many resorts hire haitians because many speak French, and sometimes, English, and they demand a much lower salary than the average dominican, also the areas around the resorts(Punta Cana/ Samana/ Puerto Plata) have a higher Afro admix on average based on the economic activities that take/took place there like sugar plantations, and such, so many are just Dominicans while others are Haitians(Haitians mostly work in receptions)
