The theory about military service playing a role doesn't look plausible because muslims, arabs and haredi jews are not even required to serve in the military and yet they have more kids than non-haredi Jews.

Abolish socialised benefits and care programmes for the elderly so that they must rely upon their own families for support. This is the strongest and most natural incentive for reproduction.
There will be some difficulties in the short-term, but any other proposed "solution" will introduce permanent and irreversible problems that are far more dangerous than population decline.

Doesn't work. These sorts of policies inevitably increase costs of living in other areas through increased tax burden. The solution to insufficient incomes for families is permanent removal of women from the workplace (which, in the long term, will force consumer prices to adjust to single incomes, an exact reversal of the historical change that has caused the problem to begin with) and re-emphasis on traditional extended-family structures (which means more care for children, more resources available for education, lower costs for housing, etc.).
