Person A is a Turkish person who was born in Germany and lived his whole life in Germany, and only speaks German.

Person B was born in the UK/France/where ever and moved to Germany two years ago, and speaks broken German at only a basic level with a heavy accent

Would person B be considered more 'german" than person A?
