That hotel was an actual complete failure under Portuguese rule. Turns out building a hotel that is WAY WAY way above the price point of middle class whites is a bad idea as well as being built in a weak location (other vacating spots are better located). Also construction costs going above budget. Most people like businessmen go to a cheaper hotel closer to downtown.
Basically it was horribly thought out and it was shutdown long before it was squatted.
