I don't see your point, they are classified as Saudi citizens and receive the same benefits as every other Saudi citizen, they aren't second class citizens in any way. The Saudi Government isn't religious, it only uses Religious laws to sate its own citizens, the country itself is filled with Tribal and Moral appeasement.
