While language and culture are important what matters realistically is geopolitics.
It's more practical to have some V4-like organizations or maybe several mini-"European unions" within the EU so that smaller countries could cooperate with each other and compete with the more powerful ones.
So you have V4, Benelux, maybe a Nordic group and South Europe.
Craiova Group should become stronger and maybe others would join and maybe have a Lower Danube Union.
