Personally, I think China/RU should be in another tier in between USA and UK/FR.
India should be on the same tier as UK/FR. Definitely higher than JP/DE who operate mainly as regional powers in real life, but I don't feel it's fair to move them down to the same tier as IT/SP/MX.
Brazil probably deserved to be higher a few years ago, but they've been pretty shit collapsing on themselves these last couple of years.

Germany is a great power. Although Germany's status as a great power mostly stems from it being a really strong regional power backed by having good international relations, pretty good ties to Asia, strong industrial base, and economic power (pretty similar to Japan).
I wouldn't say Germany is a greater power than UK/FR on the international scale (fewer excolonies, fewer bottom line allies, no international military presence, no nukes, no UN veto power, etc), Germany has more influence in Europe than the UK (and probably FR too) within Europe. Also a greater economic power in a world where economic power is more useful in day to day exchanges than military power due to Pax Americana.

The main difference is that we trade many critical resources (money, food, oil, gas, data centers, logistics, etc).
Russia spends 5% of their gdp on military, France spends 1.82%. In total war it's not uncommon to spend more than 50% on the military. France's GDP is 2.4 trillion compared to Russia's 1.2 trillion. France literally has twice the industry and economic power to fight with.

No country would actually win a serious war against Russia due to RU having MAD option. At best France ties.
Also Russia has double the pop, way more land & resources, better technology like anti-satelite/hypersonic missiles, and being less reliant on trade to sustain itself.
