I'm not against constitutional changes, but actually changing the government system to a parliamentary state will only make the situation worse. The parliament is half the reason the country is such a shitshow, full of corrupt and completely inept people, and I mean it, there are actual illiterate people "representing us" in there. Giving them more power is a sure way to deepen the hole.
I'm very skeptical about decentralization, while I can see benefits for it if people on the state level get their shit together, but what the states really want is financial decentralization, or how they can spend their budget, and as we see, almost every single relevant state has debts with the Fed. Government because they overspend, misuse and/or "pocket" the money, including "richer" states like São Paulo, and a good part of this is because of the municipal level administration, that is by far the worst offenders when we talk about corruption. To give you an example, the city with highest gdp/capita in the country is in my state, and it's a complete shithole. Aside from that, it would also fuck with states demographics, and will force huge internal migrations like in the 50's and 60's once again.
