A better question is why did the Austrian-Hungarian Empire have such a clusterfuck of rail gauges. It's like it was begging to be balkanized.

We had too many rail roads to change them all when Europe standardized theirs.

Because in the beginning nothing was standardized and people were building railroads left and right. Iirc Spanish is different too.
