Polish president is willing to pay the operational costs of the base out of fear for Russia.
America hasn't yet promised to set up the base however.

Trump can tell whatever he wants. It is up to Congress to open up new exterritorial military base eventually. The good thing is that the process hascalready begun and looks like we have bipartisan agreement on this so far
