That's not quite the same but agreed. US intelligence services indirectly do so through multinational companies. China, who's multinational companies are basically branches of their (permanent) government, does it directly and more aggressively and subversively. This is why China will win in these games, because they're totalitarian and completely unbound by morality or political squabbling (their people are docile slaves, as far as politics goes).
