The national guard is a Federal entity in all but name. It can be Federalized whenever at the whim of Federal officers.

What really needs to be done is to encourage more States to activate their constitutionally-allowed State Militias (or State Defense Forces, nowadays). Texas has a pretty large, semi-professional one; more should be like theirs.
