Russia would lose way more than they would gain from it. Donetsk and Luhansk were ready to ceced to Russia in 2014 but Russia refused to accept it cuz it would have been a net loss. The only reason they even took Crimea was the access to the base and the ensuing international sanctions crippled them with just that small annexation. This is the 21st century, conquering land just isn't viable anymore and hinders more than it helps.
