Our air-force had the same issue a few years ago when the MI-24's arrived, it came to the point where half of the squad was grounded because they didn't wanted to cannibalise them. Last i heard they fixed that, the men got training to do the maintenance and the parts come when asked. Ironically is the squad with the highest percentage of availability.

At first these helis were going to the army, but the army didn't wanted because they didn't wanted to fuck their maintenance system and have to train their people, so the Air-Force got it.
