They used to be very rich because their industry relied on traditional industry like ship making and textiles. Their economy never modernised so they fell into a slump. I think things are slowly getting better though.

The Ulster Protestant population was more concerned with ensuring absolute hegemony and antagonising Irish Catholics (who were nearly half the population) than building anything sustainable. Decades of violent ethnic and political conflict ensued so the place is just a meme.
