just wanted to say I'm speaking in general. If you go to an urban place like shibuya you will find forward thinking Japanese who are actually genuine and won't care about your skin color. If white people get racism, you will def encounter something you may perceive as racist 100%. I wouldn't say don't visit but if you're planning on long term I might say test the waters before committing to anything.

There are racists everywhere but a lot of racism will stem from ignorance. Most people just aren't used to seeing and interacting with people that are different from them. Their perception is influenced by the media (which doesn't do a whole lotta good for black people desu) around the world.
Keep in mind that you will begin to see things that aren't there. Some actions won't racist or anything but may seem like it. Comes from experience. For example, most asian cultures including mine don't do well with strangers coming up to talk to them, asking about their day and all that. Keep to their customs and all that crap and you should be fine, especially since you said you plan to go outside Tokyo.

I'd say it probably is one of the least racist but that may be influenced by their fake outward personalities.
It's unfortunate that black people have to face so much difficulties desu. In India, it's quite similar. You'll either be treated with outright contempt or sweet talked only to be tricked/beaten/kidnapped etc. I know you have no plans to come to India but Ima say this just to reinforce it. Don't come.
