There are two key elements to this in the Liberal Democrats immigration policy:
1. Instead of a points-based quota system, the government should charge a substantial fee for permanent residence visas. The number of immigrants would be controlled by increasing or decreasing the fee.
The money raised, in the billions of dollars, would be used to cut taxes, which have paid for such things as the roads, schools and buses that immigrants use.
The visa fee would be varied according to circumstances. For example, skilled immigrants would be charged less than family reunion immigrants, because most skilled migrants contribute positively to the economy. Immigrants who settle in major cities would be charged more than those who settle in regional areas. Those with skills that Britain badly needs might have their fee waived.
Most importantly, all visa applicants would know they were unable to claim welfare until they became a citizen, which would influence their decision to apply.
2. Access to benefits should be restricted to citizens, and citizenship should require a lengthy waiting period (eg 10 years) and proof of genuine integration. We don’t want immigration to undermine our democracy or become a cost to the community. We should also ensure future British governments are not tempted to ‘import’ voters who will support their political views.
The Liberal Democrats support responsible immigration, but we also recognise that generous government programs provide the wrong incentives for people looking to move to Britain.
