Alright, mini history lesson.
In 1814 Denmark-Norway was on the losing side of the Napoleonic wars, while Sweden was on the winning side.
All the way back in 1397 the islands had belonged to Norway for centuries. Naturally in 1814 the danish cultural influence was the primary, due to Denmark's leading role in the union. This also extended to Norway's islands, which formally still were part of Norway.
When the swedish king was bargaining with the danish king regarding the "transfer" of Norway, the swedes decided that they didn't have time to argue about some weatherworn volcanic atlantic islands and left them out.
Norway wanted them back, but we weren't a negotiation partner, we were more a piece of meat to be traded.
So, the Treaty of Kiel specified that the Islands be formally transfered to Denmark. There was nothing Norwegians could do and Swedes didn't give a rats arse.
