Of course it is. But it's still a dialect of Latvian. The basic language is descended from the same Baltic branch and we can understand each other, especially in writing. I don't think Latgallian is mutually intelligible with any Slavic language.
What does "baltoslavic" mean? Balts were a distinct branch of the Balto-Slavic language family even before the Slavs migrated all over the place. All the Slavic languages are closer to each other than Latvian is to Lithuanian is to Prussian.

Those are pretty minor differences. If you write down Latgallian every Latvian can understand it no problem and vice versa. The biggest barrier is the pronunciation, but after a few minutes I could understand it very well.

The main difference between them and the rest of Latvians is the Polish influence. But they integrate seemlessly. As I already said, all of my family is from Latgale, but we're just Latvians here.
