Don't know how it was in greenland, but we weren't allowed faroese names untill 1930s.
The reason last names don't change, is probably because they mean much more than a first name, they are name of the family, the tribe. Also they didn't have last names in greenland before the danes came. So there is nothing they can base a new last name on, while they easy can with firstnames becuase they have many of them.
But it is slowly changing, with many more taking up native names each generation.
