Only GSLV Mk1 had a Russian third stage. The ISRO's current inventory of rockets are the PSLV, GSLV Mk2 + Mk3. All three were designed and manufactured in India.

But India has territorial disagreements with Muslims and China and therefore needs both hard and soft power projection on a global scale.
