The railroads own most of the tracks and don’t want to share. Even when Amtrak owns the track (like the Northeast Corridor) they can barely afford to upgrade its 1930s infrastructure.

Have they been unused for a while? From an environmental point of view it would be cool if they were repurposed for mass transit.
Trains aren't exactly "green" but they are still a fair bit better compared to planes when it comes to the environmental footprint.
