I can at least appreciate my library that I posted above because, at least for me, it evokes something of a martial aesthetic; it's rather bunker-like.
My issue with the Romanian library is a little hard to articulate. I guess, to me, it kind of looks like a really dated and uninspired idea of what future buildings might look like, according to someone from like the 1980s or '90s.
That said, it might look more normal to you insofar as it's kind of similar to a lot of EU bureaucracy buildings, whereas we don't really build like that in North America (for the most part).
