I've been to pattaya and the cats and dogs are treated well considering the locals live harsh lives

We only have railroad cats where I live. They probably inbreed because you see some weird mutants sometimes

Stray animals aren't really a thing here. If they roam around without tags chances are they'll be picked up into a shelter within days, especially if they're dogs.

I've played with some stray cats but it's not very common in the city to do that, except for auto repair shops. Mechanics seem to love cats as much as cars, radio and boobie calendars.

There's ALLEGEDLY a run-down house in my town where some bum lives with dozens of cats. I took care of a stray myself but he refused to come inside and would always get into scuffles with various animals. Died this year after an apparent fight, he was 8-10.
Most strays end up getting fed and taken care of by someone although left to their own devices.

why? are you planning to eat your trash later or by trash are you referring to your entire country and culture?
Where possible, they're captured and neutered. Not sure if they're released after that or kept in animal shelters until someone adopts them. Might be both depending on whether the cat is feral (release) or just stray (rehome).
we are such a small country we don't have that problem. if a cat is on the street it is either lost from home and people will take it in, notifying locals/neighbors and facebook groups, or it will be collected and given a home. also, our domestic animals all have chips embedded so you can scan them and find the owner very fast
btw i just took a cat in yesterday night because it had clearly sneaked out from its home and it was very cold and snowy outside so it would've probably died on its own, in the morning an elderly lady picked it up and gave me chocolate
for what ever reason I find it super cute when cats chill in boxes and other house hold stuff
