Idk about the differences between USA and Canada regarding insurance rates but that is by far the highest I've ever heard of. I doubt this is the norm in canada. He likely has a few factors in play, maybe accidents or traffic tickets or maybe a higher rate vehicle like an SUV and by all likelihood being less than 23 years old (which would be a minor factor)

At one point in Canada (early 2000s) the insurance price on new drivers got so bad that the government had to step in and legislate against it. When my oldest brother started driving it was $425+ per month just for liability on a shitty car.
Getting caught without insurance was a $1,600 fine and automatic loss of license for either 6mos or 1 year.

Insurance used to be a nightmare but I'm 25 now so that drops it a lot, I have a clean driver's abstract, plus I tell them I'm married but my wife has no license so they lower it a bit for that too. They never check if you're actually married to anyone unless they need to be on the insurance too, hence telling them she has no license.

The houses back then were actually a lot bigger than the Dutch houses that are built today. They just look small because of the large windows. The number of residents in the centre has dropped from 80.000 in 1940 to 15.000 today and those 15.000 people even live in small apartments instead of proper houses, so I can't say their situation got better.

I would love to have trains be more viable between cities and more public transport within cities but everything is so spread out and massively scaled the assumption is you have your own transit option. Either you use a car or a family member picks you up at the airport or you rent a car after landing etc. If the money was there somebody would make it happen but it's just very different
there is a very busy train route between DC and Boston that connects with Philadelphia and NYC. That is practical.
