yeah it's perfectly safe. the only problem is that there are no embassies or other diplomatic missions in transnistria, so if you DO get in trouble you're kinda fucked. very unlikely though. just don't take pictures of senstitive stuff and behave like a normal human bean and you'll be good.

Transnistria I think occupies a massive river that used to go into Moldova proper. While the Moldovan government is stuck with a rather shitty river to use

there are couple of reasons:
first of all the russian presence in russia doesn't amount to just a couple hundred of soldiers but well over 1000, and they're way better equipped than anything moldova's military could put up.
then there's the dniestr river serving as a natural border which makes invasion inherently difficult.
and there's the fact that support for a reunion with moldova is very low among the transnistrian populace. moldova is just that much of a shithole.
