Europe used to be a bigger cinematic powerhouse back during the cold war, as communist and capitalist countries would compete by trying to make the best movies possible. After the cold war ended, that industry died off. Now we live in the age of Euroschlock, where most European directors try to be as edgy as possible.
We're not much better though, most of our independent movies are quirky indieshit that recycles the same prepackaged coming of age story. Hollywood also stopped caring about art or representing American values, so all they've made since the 70s is soulless junk that is special made to be sold to every country in the world and in the process ends up having no personal appeal to anybody.

There's a lot of good American films, too. But it's safe to say that the current state of cinema is not very good. European movies have been an edgy circlejerk since the 90s, and American movies have been a feel-good circlejerk since the early 00s where rich kids from NYC make quirky movies about depressed gay teenagers.

Even if people have welfare they don't always use it for their own wellbeing, the poor also tend to be more impulsive and short sighted. People on welfare are often involved in criminal activity because they pawn their cards off to others for things they're not allowed to buy with government money, like drugs or alcohol or cigarettes or even clothing and electronics. Or they just buy junk food or whatever shit that qualifies but still hardly counts as food from a nutritional standpoint. I grew up poor and knew numerous people who would blow a month of benefits on the first day by letting someone else borrow their card for a month in exchange for money. Even some parents would do this and then rely on schools or other places to provide food for their kids. The usual exchange rate is 2 dollars of welfare money for every one dollar in cash so it's not even a good deal but people do it anyways.
I bet at least half of all prostitutes aren't in it for survival, maybe more.

I actually heard a story on NPR about the hard truths of poverty in Africa, where despite the "glamorization" of the poor as people bravely doing what they can to survive while providing a better future for their children, that wasn't always the case. The truth can be... complicated. Parents often spent money on necessary things like cigarettes or prostitutes on alcohol, even when they didn't have enough money to feed and clothe their children to begin with.
So more often that you'd expect, poor people do dumb shit counterintuitive things. I don't blame them too harshly, because being poor is fucking rough and maybe a bottle of moonshine now and then is much preferable to just snapping under the stress and not being able to provide at all. Stress can break or kill you just as easily as disease and starvation. And of course being poor means you don't often have the problem-solving skills that economically-better-off people take for granted.
