FOB Chinese are awful, especially if you have to live with them as roommates. The only time Elliot Roger seemed perfectly sane and sensible was when he fought with and eventually murdered his FOB roommates.

The articles never quite make this clear so I'm guessing we need to wait until more info is released. I'm wondering if the poisoned roommate thought they were getting along well while the Chinese guy was seething with rage over some slight (or school related stress) before deciding to poison him. Maybe related to language barrier or something.
