Using non-federal funding for the wall is illegal, so they're out of luck anyway.

Mitch McConnell, the Senate majority leader. He's the one who controls what stuff goes up for vote in the Senate.

Right now Trumps retarded border funding bill passed the House vote so now it's in the Senate for final vote, where it will need 60 votes to pass. Republicans only have 51 Senators so they'd need to flip 9 Democrats, and that is not fucking happening. So he wants the nuclear option to used, where Mitch McConnell can change the senate rules and make funding bills require only a standard majority of 51 votes. McConnell already used the nuclear option to lower the bar for Supreme Court Justice voting from requiring super majority to just simple majority so it's possible he will do that now.

However, it's unlikely. Given the animosity between Dems and Repubs right now, Mitch going nuclear on this could trigger the Dems going nuclear on everything next time they get majority of Senate control, and that would be for huge changes that corporate slave Republicans don't want like healthcare, gun control, etc. Not worth the risk for them just to fund this useless wall.
