Now imagine Turkey throwing evidence on the table that directly proves official Saudi involvement regarding the assassinstion (no insurgency) whatever. There is no way you could talk your way out of that. The reason why countries never do this is because it serves as leverage for diplomatic talks. Diplomacy is not about being friendly, it's about gaining vital information that puts you in a higher position during talks.

It's called the lack of direct evidence or simply evidence that was never released to the public but handled through diplomatic means. There are also tons of cases where countries did receive repercussions.
