They live structured lives and follow a set of laws. They don't engage in chem abuse. They canoncally have many cities under their control and even NCR fags in-game concede that their territory is very safe compared to the Mojave and California. The only way in which they're primitive is the shunning of technology.
House is almost as draconian as the Legion, and people pretending they're still in the pre-war United States like the NCR and House are just as guilty of LARPing.

and they're only kept "civilized" by the sheer brutality of the legion. you know as well as i do that as soon as caesar dies and the higher ups start fighting each other, the legion will fracture into countless tribes again. maybe some of the cities will manage to stick around through the civil war, but not enough to bring about a rebirth of civilization in the southwest. they'll probably be sacked by nomadic tribals over the next few decades anyway
Gaul, Spain, Britain, and all the other states had preexisting governmental structures or had them imported by the invaders who brought down the empire. the western empire was also dismantled piecemeal over the course of a century and a half, it didn't go down overnight after the death of a conquering leader. he's never going to be able to recreate the fall of rome and the legion hasn't been around long enough for the tribals to understand and appreciate the virtues of civilization. it would be more akin to the decolonization of africa since that happened overnight and the entire continent immediately started slaughtering everyone else

Why would the empire wholly disintegrate because of Caesar's death? The tribal cultures have been wiped out. Everything in-game shows that the Legion has been 100% successful in assimilating all of these tribalniggers. What is far more likely is the Legion breaking into two or several mini-Legions.

because there's no central governmental structure, the legion is entirely based on the military and that's going to tear itself apart as soon as caesar dies. the legate isn't interested in running a country and he definitely doesn't have the patience for it. the only hint we get that there might be something more to the legion is that they mention tuscon and phoenix as being up and running. that might suggest that there's a functional government, but i think it's more likely that they're just run by what are essentially the military police

i'm not saying that caesar is a bad option, just that as it stands in New Vegas he doesn't have the government structures in place so the legion and its successor states can survive without him. he probably set those up after the conquest of the mojave but that's just seems too risky and short sighted to trust his judgement on how the region would go on after his death
