People misundertand how the EU works. The EU does not work like a national parliament where you have representatives who vote for laws. The EU is more like a Union with no government, just a mechanism to making decisions, and the mechanism works on the basis of consensus. So to get a policy that benefits you, you need to get other countries to support you, and often that involves trading something they need later from you in order to support you now. It's about coalitions of countries with common interests.

It's not true that the big countries get their way, it's rather the majority of countires that have a common interest get their way. But majorities change all the the time, you need to know how to negotiate.
