I don't think I understand what you mean.

There are two instances when you don't need "be" (am, is, was, will, etc.)
In action that has ended long ago:
I learned (English as a child)
Or when stating facts:
I learn (very fast)

In your case the action is continuous. You need some variation of "be" (am, is, was, etc.) in all continuous actions, no matter, if they are ongoing or if they were ongoing up until the present point.

Then all of English sentences except
