I feel like there should be a gradient here. In a lot of countries (e.g. the United States) there are some regions where the tap water is fine and other regions where it's as unsafe as in the third world. I would also say that a place like, for instance, Estonia, has a lot safer water than places like Pakistan. A binary map doesn't really tell the whole story.
