their language is very unique so they dont get the same benefits as lets say a pole learning russian. also apart from gypsies (which i doubt are included in this census) there are not many minorities living there.

I would think because no one else learns their language, it'd be even more important that they learn a foreign one. Especially because they are not a large country. There wouldn't be much of the world to visit, or much culture to consume, knowing only magyar.
