In the grand scheme of things, why do i feel like 600gb is a bit small for official government files regarding the Navy?

That's a lot of sexual harassment powerpoints.

A serious guess. Acoustic profiles of many US submarines.

Depends on the contractor. Mostly I'd guess PDFs: contracts, spec sheets, white papers, development powerpoints, a LOT of meaningless salesman tapdancing bullshit. Maybe possibly some design schematics and product output. Equipment test results and analysis. This is how China does R&D half the time.

based on which subcontractors the data are based from. A lot of information of subsystems.

Probably Newport News

hypersonic missile program data that was not classified

Motherfuckers are dedicated, I'll give them that. 90% of company documents are filler or procedural bullshit, 600 GB just sounds like a whole lot of PDF's and useless presentations, planning and other horseshit.
