There's a difference between an invasion plan and planning to invade. E.g. the America's war plan red. As for why the Soviets may not have drawn a defensive plan, they probably thought they had the upper hand upon a declaration of war. Surprise wars weren't exactly that common at that point.

Plus, having some sort of troop concentration on the western border even before the German invasion just makes sense. Where are they going to put it? Central Asia? By the Finns? Or along the border from which they were buttfucked on multiple occasions already?
