It was cold and raining like mad today and I went for a run. I'm not even a runner, I only went running because there were no other outdoors cardio activities that wouldn't imply freezing to death.

Just got back into running after being a fat cunt for a year.
Luckily I live next to two large parks and it's always pretty pleasant to run even though I live in a big city.
Could've gotten a bit more mileage. You can rest then run some more. 3.5 Km is pretty low.
I'm working my way up back to my usual 7km route. Right now I'd rather run 3.5km everyday rather than 7km once or twice a week since it takes a while to recover. Should be back there within a couple of weeks.

How do you run at low intensity? I do martial arts often, my resting hr is 55-60 BPM and still if I run 5k in 30+ minutes I hit 190-200 BPM or so, what the fuck is wrong with my heart

Resting heart rate is AN indicator of cardio. Not THE indicator. You're probably just not as fit as you think.
