It's because it doesn't really need any authority to do something like this; just enough attention. It's not like the UN has sanctioned this for example; looking into it it's simply one lady who ran a campaign to get it recognized on a social level. Her reasoning seems to be in tackling stigma attached to black cats from folklore, as more black cats are put down than other breeds.
