When progressively overloading you usually microplate your lifts using 1.25 and 2.5 kg plates. Since you account for such a small increase in weight, which overtime, allows you to bust through plateaus and slowly amounts to a considerable increase in what you are able to lift, why wouldn't you count a 20kg bar? This means that, since you don't give a shit about the weight of the bar, you don't really care if you're using a 10, 15 or 20kg bar. A fucking 5kg difference can make it or break it in being able to lift it, nevermind 10kg or 15kg difference (which is the case of the 10kg bars usually available at hotel gyms, and the olympic 20kg bars, available at nearly every gym I know).

Not counting the bar means you give zero shits about progression and probably train to feel le pump and le mind-mussle connection :D, which means you know fuck all about training and probably have piss poor lifts... or don't even lift

Depends. If you do the 3 lifts with 3 different bars you count all of them, so 60kg. If you do them all with the same bar, you only count it once to prevent cheating, so 20kg.
